Dr. Lawrence Kennedy is the Founder and President of NorthCARE Biblical Counseling Ministries. With over 34 years of ministry, Dr. Kennedy is the Bishop for over 4,000 churches worldwide. Currently Dr. Kennedy pastors one of the fastest growing churches in the Dallas-Ft. Worth metroplex area, The North Church with over 4,000 members. Dr. Kennedy and his wife Coral host "Family & Friends" every Sunday, 8-9 AM on KTAQ on your local cable network. |

Dr. Frank Rosenstern is a staff pastor and Chief Operating Officer of The North Church. He is also the Executive Director for NorthCARE Biblical Counseling Ministries. With 10 years of ministry and counseling experience, Dr. Rosenstern is both an administrator of the facility and practitioner for individual counseling and group seminars. Dr. Rosenstern is a Board Certified Faith-Based Counselor. |

Mr. & Mrs. Elliott & Jackie Wood are members of NorthCARE Biblical Counseling Ministries providing individual and team Biblical counseling to individuals, married couples, and families. The Woods have been in ministry for over 20 years. As touch pastors at The North Church, both Elliott and Jackie are involved in overseeing several ministry areas including; intercessory prayer, prayer partners for the Family & Friends television program, Men's Ministry leadership, and leadership of four home fellowship groups. |

** All of the NorthCare Staff Biblical Counselors are licensed into the ministry received through the North Church. They also received their certification through the International Institute of Faith-Based Counselors.

Meetings with NorthCARE ministers are
strictly confidential
(for adults), and are held in an
encouraging, non-judgmental atmosphere. Faith-Based Counseling (Legal): On
September 1, 1997, the State of Texas
passed into law House Bill 2481. This
law allowed faith-based chemical
dependent treatment providers to apply
with the Texas Commission on Alcohol and
Drug Abuse (TCADA) for an exemption from
licensure. This law has opened the door
for religious organizations to provide
faith-centered counseling on a par level
status with other recognized counseling
organizations. Faith-Based counseling
programs are registered with the TCADA
but are exempt from licensure. For more

The treatment and recovery status
at North CARE Biblical Counseling Center
are exclusively religious in nature and
are not subject to licensure or
regulation by the Texas Commission on
Alcohol and Drug Abuse. This program
offers only non-medical treatment and
recovery methods such as prayer, moral
guidance, spiritual counseling, and
scriptural study in the Word of God, the
Holy Bible.
